94 - STATE CONTRACTING REFORM
Gov. Rell, according to the Hartford Courant, is
threatening to veto to veto the latest
contracting reform bill, SB 2101, An Act Concerning Reform of the State Contracting
Process.
This bill is an updated version of SB
94, which the governor also vetoed earlier this year. SB
2101 would curb corrupt privatization and outsourcing in
several ways, including the requirement of state and quasi-public
agencies to perform a cost-benefit analysis and to engage
in competitive, as opposed to no-bid, contracting.
SB 2101, like SB 94 before it, is a taxpayer
protection bill. Ironically, Gov. Rell is threatening a
veto the day after a former top gubernatorial aide (Peter
Ellef) and a prominent state contractor (William Tomasso)
pleaded guilty to bribery and tax fraud charges.
